<p>The Law of the State Public Enterprise, Federal Electricity Commission (Ley de la Empresa Pública del Estado, Comisión Federal de Electricidad 'CFE') regulates the structure, operation, and responsibilities of the CFE as a public enterprise under the Mexican federal government. It establishes the CFE’s legal and administrative autonomy and mandates its core purpose: to provide affordable, reliable, and accessible electricity as a social right, in pursuit of energy justice and national development. The CFE is entrusted with the transmission and distribution of electricity and may engage in a broad range of activities, including fuel procurement, infrastructure development, and technological research, both domestically and abroad.Crucially, the law positions the CFE as a key agent in Mexico’s energy transition, responsible for integrating clean and renewable energy sources into its operations. It requires the annual formulation of a Development Programme with a five-year scope and a fifteen-year outlook, addressing energy security, sustainability, and the use of renewables. The CFE is further tasked with supporting national energy sovereignty, minimising profit motives in electricity provision, and contributing to universal internet and telecommunications access. The law thus institutionalises the CFE’s dual role as a guarantor of public welfare and a strategic actor in Mexico’s transition toward a sustainable and inclusive energy system.</p>
