Germany's Federal Maritime and Hydrographic Agency has granted RWE planning permission for Nordseecluster B, the second phase of a 1.6 GW offshore wind complex in the North Sea, scheduled for commissioning in early 2029.

RWE received planning permission in late March for Nordseecluster B, the second phase of its offshore wind complex in the German North Sea. The Federal Maritime and Hydrographic Agency of Germany (BSH) granted the approval, covering zones NC 3 and NC 4. The green light allows the energy company to proceed with construction of 900 megawatts (MW) of additional capacity.

A 1.6 GW complex between Borkum and Juist

The Nordseecluster is located 46 kilometres north of the German island of Borkum and 50 kilometres north of Juist. The first phase, Nordseecluster A, is already under construction with a capacity of 660 MW. All foundations for the 44 wind turbines have been installed, with turbine installation scheduled to begin this summer. Grid connection is expected in early 2027.

For Nordseecluster B, production of some components has already begun, according to RWE. Foundation installation is scheduled to start in 2027, followed by the installation of 60 turbines in 2028. Commercial operations are expected to commence in early 2029. Together, the wind farms in the cluster are projected to generate around 6.5 terawatt hours (TWh) of electricity per year.

Partnership with Norges Bank and PPA with Amazon

The Nordseecluster is a joint project between RWE, holding 51% of the stake, and Norges Bank Investment Management (NBIM), with the remaining 49%. RWE is responsible for construction and operation of the wind farms throughout their entire lifecycle. The company states that the green electricity generated will support industrial customers on their path to decarbonisation through customised energy solutions.

RWE recently signed a Power Purchase Agreement (PPA) with Amazon for 110 MW from Nordseecluster B. "Now that the BSH has granted approval for Nordseecluster B, we can begin construction at sea next year," said Tobias Keitel, Chief Technology Officer of RWE Offshore Wind. The company already operates six offshore wind farms off the German coasts.
